Not Frankenstein. They already did that.
I don't know... maybe mummies?
We haven't seen much of the Creature from the Black Lagoon.
Although I think a Wendigo would be interesting.
Werewolves... Haven't seen any since Big Top, and I was really hoping for one in SDMI...
They are not monsters at all, but how about the Jetsons? They will appear in Scooby-Doo Team-Up #8.
