You're forgetting about The Scooby-Doo and Scrappy-Doo Show, The Richie Rich/Scooby-Doo Show, and the Scooby and Scrappy Puppy Hour.
But my favorite series with Scrappy was NSSDS. 13GSD is a close second, but it just didn't have enough Scrappy in it. Also, the episode "It's a Wonderful Scoob" messed up Scrappy's character somewhat, in my opinion.
I think NSSDS showed Scrappy at his best. In the others he was more of a side character.
SDSDS had him as a main character of course, since that was his debut series, but I don't think the character was as developed then as it was in NSSDS.
RR/SD and Puppy Hour had him as a main character, but the stories were all usually so different from the original formula that it didn't have the same appeal.
13GSD is still my favorite overall, but I think the series with the best portrayal of Scrappy was NSSDS. It had the original feel of the classic Scooby-Doo episodes, and had him in more of a main role. NSDM had that "new cartoon" look of the 80s, compared to NSSDS' look of the classic "darker" look.
Frankly I'm not exactly a fan of that era. Dropping Velma and Fred made this a hard era for me to watch. Ironically Scrappy didn't really bother me that much, though I do get annoyed with him at times. Oddly, I think my negative reactions to him at times comes from the fact that his arrival ushered in an era where characters were written out, new characters were written in, designs changed and suddenly monsters became real. I guess Scrappy sort of represents all those changes to me. It's probably unfair to blame him for all of that when there are others far more deserving of blame.
But if I were to pick one series from that era it would have to be TNSDM. And oddly enough it's the great theme song that pushes it ahead for me. It screams 80's in a way I can't define.
I will also give credit to 13 Ghosts for an original idea. However I've always thought that the show would have been better had they used traditional movie monsters instead of demons. I sort of feel like the premise could have been bigger and better than it was. And maybe a bigger role for Vincent Price would have been good.
TNSDMysteries was indeed a great series, with fantastic episodes and plots, but I prefer the darker T13GOSD.
