I don't see why anyone would be afraid of this villain. He's not a ghost or monster, just a guy in a mask. Why doesn't anyone try to jump him? Getting shot is a concern, but he doesn't always have his guns ready.
For the same reason they've been afraid of people wearing sheets. Apparently in the Scooby Doo world wearing something over your face is the most frightening thing you can do. Cartoon logic aside I honestly couldn't guess why they're afraid of most of the villains they face.
The women aren't that faithful either. He actually didn't do anything to them, they just left with him on their own accord. Although I'm sure they all returned.
